I think it's just "Language"—and I think it's from her first album, Suzanne Vega. Let me go hit my music player (hey, it's not Google!...and I guessed first). OK, I'm half right: it's "Language", but it's on her second album, Solitude Standing.

"Silent Running" uses it as a chorus not an opener, so that's why it stuck in my mind while being the entirely wrong song.

Being in Japanese probably means I don't know it.
